Recent updates to Australian aged care funding took effect on 1 October, confirming a shift in the daily rates paid to residential facilities.
The Australian National Aged Care Classification (AN-ACC) price rose 2.55%, moving from $295.64 to $303.19 per resident per day. This lift brings the average per-resident-per-day funding to approximately $325.
While this is primarily a shift in how the government subsidises providers, we often find that when “macro” funding numbers move, the “micro” complexity for families follows.
For Victorians navigating care for an ageing parent, this update matters less for the immediate dollar change and more for what it prompts us to review.
The means-tested fee connection
In the Australian aged care system, funding is a three-way conversation between the provider, the government, and the resident.
AN-ACC is the care subsidy the government pays directly to the provider. It does not automatically change a resident’s means-tested fees.
For those entering care from 1 November 2025, fees are categorised as the hotelling contribution and the non-clinical care contribution. Providers assess these based on the resident’s own income and assets, not their children’s.
However, we suggest families keep a close eye on how providers adjust their own pricing around these dates.
When managing a parent’s transition, we focus on three key areas:
-
Cash flow predictability: Provider pricing and optional fee settings can shift what families are asked to contribute, particularly where the resident holds significant assets.
-
The RAD vs DAP decision: The choice between a Refundable Accommodation Deposit (RAD) and a Daily Accommodation Payment (DAP) is never static. The DAP is calculated using the Maximum Permissible Interest Rate (MPIR), which can and does change. Even a small move in this rate can change which option better preserves the family estate.
-
Service tiers: We are watching closely to see if providers use this period to introduce new optional service tiers or refresh service agreements that families will need to decipher.
Why timing remains the critical factor
Complexity usually peaks at the point of entry. The interest rate used to calculate a DAP is generally the one in force when the room price is agreed upon. This means the specific date of an agreement can have a lasting impact on the numbers.
For families balancing high-pressure careers, mortgages, and the emotional weight of a parent’s declining health, decisions made in a rush are often the ones that cause friction later.
We view aged care advice as a way to remove the administrative burden, creating a funding structure that is sustainable so you can focus on being a son or daughter rather than an accountant for the facility.
Our team provides step-by-step guidance on aged care options and funding to help families compare payments and understand the long-term impact on cash flow. If you are facing an aged care move, mapping out these options early can provide significant clarity.
